 Post subject: TDCI Focus Not Revving Up

hi new to this web site just wondering if any 1 can help be with my 04 reg tdci focus. from cold the engine revs right through the rev range. as the car warms up it starts to only rev up to 3000 rpm as though it loses power at top end. if i then rev it up down a hill the first time it revs up it surges past 3000 rpm to 4500rpm surging. after that it is fine. Then due to it been cold and having the heater on the heater seems to blow really hot after all this has happened but the car doesnt over heat. also noticed fan seems to cut in when engine cold can this be related has any 1 had any problems with this please help
